In article questions of forming the cluster-oriented economic as innovative mechanism of increase in investment appeal of the territory are considered. The current state of an investment potential of the local territory on the example of Taganrog town of the Rostov region is considered. The question of development of investment policy of the area and a possibility of forming in this territory of clusters is researched. The analysis of implementation of investment projects of the area in the sphere of creation of conditions for development of the cluster oriented territory economy is provided.
