Permits is one of the factors influencing investment attractiveness of the project. The article presents problems as well as significant differences in the procedure of obtaining building permits in various regions of the Russian Federation. Displayed certain investments and time needed for a permit. In the study "Doing business" presents a comparative analysis of regulations of business activities. Graphically shows the ranking of cities, as well as the Russian Federation itself in terms of ease of obtaining construction permits. Shown to work to reduce the time and cost of administrative procedures in construction in Russia and its regions. The proposed methods simplify procedures for obtaining permits, as well as mechanisms for optimizing processes in the field of construction.

The article presents the opportunity to use bioengineering facilities for contaminated surface runoff treatment. Examples of existing technological solutions are given. For instance, in the Institute of hydrobiology NAS of Ukraine the use of bioplatos as post-treatment of water in channels through which water is transported from the Dnieper, was proposed and studied; in the Engineering research center (ERC) “Potential-4” various types of engineering and biological facilities based on the closed bioplate of hydroponic type used in wastewater treatment technologies as a water-protective structure that combines the main elements of treatment using microflora immobilized on an inert substrate and higher aquatic plants, were suggested; scientists of Khabarovsk Institute of Engineering Transport have developed a method for runoff treatment from an oil refinery using a "filter" from thickets of cattail and calamus. The authors of this article presented a technological scheme for treatment both acidic and weak acidic surface runoff in bioengineering construction using macrophyte plants as a complex of hydatophytes, hydrophytes, and helophytes. It is found out that runoff treatment in the proposed facility varies from 72 to 98%.

The review of the existing technologies of producing and experience in implementing in the Russia and other countries of the FRP shells of gas exhaust trunks was made. The main results of the development of new technology of producing of FRP shells are described. The main prospective area of using of this technology, is the reconstruction of the tall chimneys with the erection of inner liner from the FRP shells.

The article discusses the possibilities of using forklift trucks (stacker-reach trucks) for mechanized installation of dividing walls, when cast-in-place slabs are assembled or manufactured. It is emphasized that in the early 1980s similar equipment that didn’t have a series production, was used in the construction of buildings by the lift-slab method. Some technical characteristics of the old equipment and modern warehouse equipment are compared, the advantages of the modern are revealed. It is noted that the simultaneous use of warehouse equipment on several floors of the erected frame building can lead to a significant reduction in the construction time. It is also indicated that the stacker-reach trucks used at the construction site are multifunctional, since they can not only transport construction cargo but also serve as an auxiliary equipment for safe work at a certain altitude when performing welding operations and fixing joints.

Air pollution in residential areas near industrial plants is one of the most significant problems of modern ecology. The resulting dust is one of the important factors in assessing the adverse impact on the environment. Studies show that the greatest danger to the human body is particles up to 10 microns in size. When analyzing the dispersion of dust in the residential and industrial areas, it is possible to estimate the percentage of particles PM10 and PM2.5 from the total amount that is necessary to effectively control the effects of dust on human health. The article gives a comparative analysis of the results of studies of the dispersion composition and dust concentration in the air of the working zone and the urban environment.

The paper proposes a new foam based on cement and the steelmaking slag, which is obtained and developed at the Department of construction materials and special technologies, IAIS VSTU. The purpose of the survey was to obtain an effective insulating material for wall building envelopes, in high-rise housing construction and of the material for use in low-rise construction in the manufacture, which would maximize the use of local raw and production resources. When selecting components, special attention was paid to the resource base of existing enterprises of Volgograd, analyse the products of local manufacturers. The tests were conducted in the laboratory and on the production line. It is known that the slag used in the production of building materials rarely, usually just transported to dumps by truck. At the plants, open hearth plants, slag with shlakovoza buckets are taken and poured as a melt into slag pits. Use water spraying for crushing slag due to thermal shock when the temperature drops.

The article is devoted to the results of studies of the initial modulus of elasticity of tuffs on natural porous aggregates of Kabardino-Balkaria, with compensated shrinkage with prepared additives, both in quartz and tuff sands. The article presents the results of experiments on determining the initial modulus of elasticity of tuffs of different preparation formulas. The values of the correction coefficients in the well-known formula for the dependence of the initial modulus of elasticity of lightweight concrete on its cubic strength and the volume weight of dry concrete, depending on the formulation of tuffs are proposed.
